Nothing new here. It was fully expected that MSB would look for an accelerated pathway for CHF, and that reg changes may provide this pathway. This ann simply formalises their intent to pursue that pathway as a result of (yet to announced or completed) trial results. Looks like the can just got kicked down the road to Q1 2018.
Investors or big pharma who may be interested will already be fully aware of this pathway potential so I can't see it further stimulating a deal.
All in my opinion of course.
