I do have one comment. If a railway line crosses a state border it becomes a common carrier line as opposed to private railway. For example, if the railway was totally within Labrador Newfoundland, then access to the railway could be denied to all other parties. If that line crossed a border, then any who asked for access to the line had to be accommodated.
We are proposing to crass the border to provide power to Schefferville. This is a noble gesture. However does this make the power lines a common carrier lines? Can that power line be ring-fenced?

It is a question that needs to be addressed now. Does production stop because an opposition mine has sapped any capacity in a low output situation?
