I'm still not certain, but it doesn't look promising to me. US tariff database still shows artificial graphite as exempt from tariffs (ref below), but then there's news like this "All other existing Section 301 tariffs will remain in place at their current levels. In addition, although it is not explicit, it appears that USTR does not intend to extend existing Section 301 exclusions" (ref here https://www.wilmerhale.com/en/insights/client-alerts/20240514-ustr-announces-new-section-301-tariffs-on-chinese-products and other places)
