How do you figure it would be faster and less costly. Some figures please on the cost of long dog studies. Then consider the FDA was going to knock it back anyway. The cheapest and least costly path IMO would have been to avoid the FDA, who have a dismal record approving HD drugs, and going directly to a trial outside the USA, as Roche are doing with their HD drug.
