Thats the question, who has been liasing with the FDA and shouldn't have the company known about this requirement 18 months ago. Or did the FDA hold that information back on purpose to further delay?
Was it the CEO, the COO or Ira that decided to do their own thing? Theres a clear break down here somewhere of what FDA really wanted versus what was delivered.
