Y3, wasn't PEN management originally hoping to avoid oxidant use by switching to acid lixiviant, noting in the white paper that "little or no oxidant is required with low pH ISR, which reduces the potential dissolution and migration of selenium and other heavy metals"? This works for the Kazakhs, but Australian ISL mines typically use an oxidant. The white paper's authors noted this difference, but didn't reconcile it with the later statement that little or no oxidant is required.
