two interesting tidbits:
1. selling the "coarse" silica is mentioned (for the first time?)
2. potential for offshoring the hydrometallurgy plant to lower labor costs. Not sure how I feel about this yet. Ballarat is mining friendly (it is currently being mined for gold), is nearby, and has Regional Development grants to develop industrially, for instance the BWEZ project. Why not site there? Labor costs are lower than Melbourne, thanks to lower living costs.
