As a person who has been involved in countless projects, I can assure you that given the reasons they have given by the delay, this should have been known weeks ago if not longer. Why they have chosen to announce this now is very poor. I reckon they were protecting the raising for the retail SPP.
However in saying that, I am happy they have not use this as a reason to dealy other stages of the project.
