Favre, I don't think that's the relevant question. The Chinese government has, for all intents and purposes, an unlimited budget to address domestic water pollution. Tests need to be carried out and feasibility studies conducted. From what I've been told by the company, Xingyan is acting as something of an audition so will need to show further progress before other ministers go ahead. But let's see!
