You are counting pennies. Forget about it. If EXIM approval was dependent upon raising a lousy $3M, who cares if someone got that at a small discount. Given their enormous success in securing this loan, I'm sure IBG knows what its doing. Before this announcement, we thought they were going for a fraction of the capex. They now have the whole lot. $3M doesn't matter.
