Any capex development will be modest IMO.
They have $38m cash & equivs at bank
They are now highlighting they’re cash flow positive by ~$60m pa. There’s no reason they can’t refinance the loan up to $60m / 1 years cash flow IMO to finance any development (sits at $23m today).
