there are plenty of good projects on paper, that come from good resources and studies.
but the winners will be the countries that permit, and those who dont encounter development opposition.
Green groups in australia are always a problem.
Of the african countries, good history of development should be best guide to which projects are the real deal.
Good and close infrastructure a win as well for Ancuabe.
