I understand that the results didn't shoot the lights out but off 11%?!
You'd build another factory for it because it's a JV - Power Eagle wants to own half of the factory, not buy from VMT. Obviously it's a cost reason, return on investment is high so who cares whether they need to build a new factory or not
VMT would probably want to reserve capacity for their own growth as well
