Two key points:
The options promote production growth not profitabilty or cashflow, to get access to options they just need to grow production regardless of outcomes on profitabilty.
The other point is that if the share price rises to say $0.50 then all options would be exercised and share price would reduce accordingly as NTA and EPS decreases due to low option strike price. Sure they would be diluting their own shares but they get all the benefit of the low strike peice whilst all shareholders share the dilution costs
