The deterioration in the second half seems to come from increased fixed costs due to new head office staff (that may have a long term payoff) and lower margins due to pay awards in excess of the maximum allowed contract price rises. In effect minimum wages are rising faster than the CPI which sets some contract prices. Just as well the ALP did not get elected.
