A highly volatile situation. TGA might have a whole list of 'other' collection methods in the pipeline waiting for reports to give the tick of approval to print money? Selecting one testing site for evaluation makes sense. If that site was limited to Year 12 students I bet other sites were targeted to evaluate younger/older/infirmed/disabled people - only time will tell
