On another thread I asked if somebody could pls simplify that into australian

To me it suggested that there was 99mill per year available to, up to 8 companies, with some sort of outcome by 28FEB

so now, is anybody able to explain the initial statement pls?
I couldn't see anything in this report that could relate to that .... did i not read something right?
