Agreed steel prices can turn quickly however BSL is structurally a much better company now than it has been anytime in it's history and should now be profitable throughout the price cycle. I believe the tax loss still on the books is the one thing holding the share price back, The EPS at $2.35 in FY21 indicates the dividend could have been triple what has announced however it would not be efficient for shareholders to give out such a large unfranked dividend and therefore they opted for the $500M buyback.
