I've been doing this for over 20 years. You don't wait for results before sending tools. They would have a success case logging program and planned for that which includes having the pressure and sampling tools onsite. IMO they had the tools onsite (and pay a standby rate accordingly). Don't confuse this with the 200 where the packers were not onsite. Those are highly specialised additional pieces to the sampling tools. You often have to buy the rubber elements outright and ordered in advance. Not something you grab off the shelf.
The pressure tool and associated sampling kit are all fairly standard (though still highly technical bits of kit). It is modular equipment, so (IMO) the pressure kit would have been onsite, the sampling kit would have been on site. Given performance to date on other equipment, it's my belief that BH equipment has failed. But this is speculation on my behalf.
