The oil and gas business has alot of parameters. There's porosity also besides permeability. Then there's fracking, mechanical stimulation. Chemical stimulation, etc. Lots of things can be done. Low permeability formation isn't necessarily a bad thing these days.
As I understand it, IVZ has both high permeability and low permeability regions in their explored reservoirs.
