If we let the dominoes fall into place, my best guess would be that SYC has been in discussion over the past couple of months with Govt reps on this. I think it highly plausible Gavin was brought in around the same time for advice on both the challenge of the new role and the transition. I think we can go even one step further and assume he will be involved in the replacement recruitment process as either on the selection panel or candidate.
