They could have raised it from shareholders very easily, they have large shareholders base. Its just a horrible deal. They alreasy have a lot of cash (havent used any from the last raise) and they have indicated it was done "to facilitate new investment from two new institutional investors" and it will "give ourselves an unimpeded runway to progress the numerous clinical trials that we have ongoing". They either did a bad deal and cut shareholders out or they dont expect to be able to produce value with the 95 mil in the bank.
