They obviously expecting the Cell Pryme A announcement (and hopefully some others) to come through before the offer period closes so the share price doesn't drop below the offer price. Failing that, participation in the SPP may be subdued in my opinion. I would hesitate to participate if i don't see some announcements come through. SP can easily drop below 17.5c, particularly with all the volatility going on in the world.
