The big negative perhaps is the long construction period (510km railway takes 18 months to two years?) and the lack of investor protection (no bilateral investment treaty if you want to stop demands for bribes against threats of disrupting the movement of product to port).
The 18 month payback period must be from once the mine is up and running, and not from the time the finance goes in to building the railway, etc.
