As it would have to, given the substantial NPV of Toliara and the realisation that this will be factored into UUUU at some point, and very likely that is before the final docs are drawn up. So it MUST be a fixed rate, because to do otherwise, especially when both parties are strong participants, would not be agreed to for these obvious reasons. Be at peace with this, hold on for the ride, and hope UUUU gets cracking early, as it's our party too!
