From L Express The Minister of Mines, Olivier Herindrainy Rakotomalala, indicates that the draft decree implementing the mining code has been finalized. Almost a year after the adoption of the new mining code, this is perhaps the end of a project that has kept all stakeholders in the mining community in suspense. The member of the government indicated that he could submit this draft implementing decree “to the higher authorities this week”. The development of the mining code and its implementing decree was a process during which all stakeholders were consulted. Several points, which raised questions from mining operators, were addressed during the public consultations, the most recent having been held a month ago. The Minister of Mines nevertheless assures that all the points raised by the stakeholders have been taken into account. There is, for example, the issuance of mining permits, the resumption of gold exports, social and environmental issues, but also the concern about the method of collecting duties and taxes on mining products. The last session of public consultations at the Mining Business Center in Ivato ended on a more or less positive note, with private sector operators having made their contribution to the development of the mining code. The implementation of this new legislation will bring significant benefits to state coffers.
