I suspect you are right when it comes to a competing offer. However, I'm not sure that FIRB have any jurisdiction in who BSE might sell a foreign country project. This assumes it is the project sold and not BSE equity. Moreover, I'm not sure the government has any other 'tools' with which it could beat BSE into compliance with its 'shared ' USA ambitions.
