It happened in 2020 when Chinese tried to make an investment into AVZ but withdrew their application from FIRB after the goverment told them it was a non-starter. If it's owned by an Australian entity, requires FIRB approval for TO regardless of where the asset is located. eg Cardinal had to go through FIRB for Chinese TO of their Ghana gold project. Cheers
