I think what has happened here is that firstly, the stock price drops to 3.5c due to a large holder liquidating their stock. Dave Richards decides to buy because the stock is so cheap, forgetting that there is to be an ASX announcement the same day. Then it is decided to hold the announcement off for a week or two so it doesn't look like a director has bought shares directly before an announcement.

Even though I don't think it matters because you don't have to be a director to know that drilling was about to commence, they definitely delayed the report to save embarrassment to the company imo. They could have atleast changed the date on the announcement though ;)
