yep, and the funding does not have to be by way of a CR.
once they have a formal GSA, project debt is then possible.
funding from the Offtake party is possible eg Empire Oil situation where they are funded by Alcoa
they could lease much of the infrastructure.
or, refer to MPO various releases re their US permits, they point out that there are plenty of coys in US which lend funds against Reserves ie 2P reserves. (and evidently these funders are keen to create an Aust market).
so plenty of scenarios. nothing to stop a mixture of funding from these sources.
I guess its all about proving flow rates and reserves.
