NUP leader Robert Kyagulanyi Ssentamu was in Brussels yesterday imploring EU political leaders ( you can be sure business and banking sectors will be listening too) to attend to excessive and worsening human rights abuses in Uganda. There may be some reluctance from EU bankers to fund the project. Bankers from China? That's another issue.
Prospective funders will as well make their own assessment of Museveni and his kleptocrat cronies pushing their way to the trough.
Don't assume funding is a sure thing.
