When they did the metallurgical testing, they realised that they would need to use flotation to achieve 6%. The increased recoveries is significant i.e. page 12 of PFS. More than doubles recovery - essential.

They initially thought they could delay flotation because they could store the ore from the first couple of years of mining. This is not the case.

It makes sense actually.
