IMO that doesn't sound much like 'free carried' and the lack of defined terms/values is a big red flag for me. Quick glance it seems it has been tightened up somewhat. Surprise(altough not really) being that BBIG expect an equity partner to fund 100% for 50% equity and 3 of 4 PIOP Co board members from Flinders. Feels like a low risk junket for BBIG.
