So far, I believe they extract the 3D from stereophotogrammetry (possibly also single image metrology, but I doubt they do that). To use lasers, they would need to have a relatively low flight altitude and even with a very large & powerful high beam density scanner the plane would need to fly quite low above the ground which, I'd think, contradicts with their CCD camera.
