I think Nearmap needs to become a household name and see prime time TV advertising as the link to this. I work for a fortune 500 engineering company and while we have subscriptions to Nearmap, the majority of people i work with first instance is to pull up Google Earth, which is lesser quality, then go and annoy GIS people for Geo referenced images. My point being people do not know how easy Nearmap is to use.
But yes i do agree its to be seen if it does "justify the spend on a cost-benefit basis". time will tell.
