    HRZ's proposed capital reduction is based on the capital raitio between HRZ and RVT (621m/20m) rather than valuation of the capital ($34m/$8m), so HRZ's shareholder will have a capital reduction of 3.2% but receiving RVT's share worth 23% of HRZ's market cap. that's free money.
