On the kindest possible interpretation they have no mining capability and the unluckiest geologists in the history of mankind. Their strategy will be to prove up the resource if they can and monetise it. Even if they decide to try and develop the resource themselves they pose no threat.

Thanks for the insight.
I was thinking it could be a nice acquisition for SO4 if they could afford it. Like PLS did to their neighbor.
