It sounds to me as if this is just part of the ‘transfer strategy’ to accomodate the new partner. You could be right sabine, and from my perspective, PLS are entitled to seek new partners.
I guess it's good that we have confirmation as to where the bottllenecks lie. Many have been guessing (myself included) as to where, (i.e. at the converter, cathode / anode maker, cell maker, etc), now we know and thanks for PLS for being honest.
