Oh OK - fair enough. If it is happening as a matter of course then they need to look at their logistics and just give an achievable timeframe for results. As you suggest - if the samples don't even make it to sample prep until day 14 then 3 weeks is obviously an unrealistic timeframe to get the assay results out of the lab (and allowing for rechecking and interpretation) and announced.
