This could be due to several things. It could be management with lack of forward thinking / planning. It could also be a deliberate plan not to overcapitalize on future steps; they may not have wanted to have expensive equipment purchased and sitting idle while the rest of the factory and supply is not ready. It could also be that the furnace cannot be installed until the factory floor is ready.
regardless, while COVID is keeping Balama closed, it may be a good thing that Vidalia is not burning cash too rapidly.
