A spur to link to the under utilized Nacala corridor would fix this. Nacala corridor is majority owned and operated throughout Mozambique to Malawi and beyond a little by Moto Engul. Rail freight costs from deep sea port of Nacala to Malawi are $10 U.S. per tonne - approx $3 pt higher than other rail costs throughout the region. Strange however - most goods are trucked from Nacala to Malawi at higher costs - apparently reliability the reason but given a spur link to the existing Nacala corridor is much closer to the port I would not for see any reliability issues given the main freight component is coal from the moatize basin to Nacala port.
Of course building their own link to port would provide certainty but more expensive and more time than a spur.
