They did the test pit with dozers and continuous mining equipment, but there was no DMU to test at true mining rates. Honestly think the focus was on the upper laterite related overprinting induration, not on the deeper sand ore they expected would be friable enough to just flow through without too much effort. Also think the mine development had a head of steam with the JV funded and under way... in hindsight they should have run a deeper test pit in the current area with a pilot plant set-up to gauge how the pre behaved and what OS issues existed beyond the well known upper induration layer.
Mines don;t always have the luxury of pilot plants, they took the risk...
