JORC compliance requires a certain hole spacing which would be very costly to drill. Instead of spending that money (which you seem very concerned about) they are going to drill enough so that the geologists are confident enough to start mining. Their reputation is on the line. This means that they cannot give estimates on reserves and the like as that is governed by the JORC code.
