I think the idea behind the security float (if it is successful), is to get some cash and retire some debt. People business is a great cash cow and with someone decent in charge who can get their out of control "corporate expenses" down it should generate enough free cash to buy some more people businesses, increase size and either generate nice profits (dividends - yay!) or make it attractive for a takeover.
My optimistic take anyway....
