Site preparation works are scheduled for the second half of August, and drilling activities are expected to commence as soon as a driller is available". You missed the "a" ..

Anyone could take that statement to read, that a driller has / hasn't been booked. If they are busy and I have no doubt they are, then it would read to me, as soon as a driller has finished one job, it then travels to the next. Add in onsite servicing and addition of new drill rods, bits, heads, etc being delivered. Then setup, compressors, site camp, just another day in paradise.

I have one company still waiting for a hearing date for Native Title. That was lodged back in 2019.. So this is just a hiccup.
