the opening of the mine depends on the local landowners around the mine who as I understand it would never countenance BOC. hence its kind of a dead issue if the licence is just reissued to BOC..nothing will get done
basically there needs to be a grand deal with all parties and probably where existing BOC sharehodlers get knived....
