The Chinese don't know how to run difficult mines. There was a mistake under the previous mine plan before the 2008 crash.
The current mine plan just followed old mistakes and hence the low grade which was unannounced to the market.
There are very serious issues with ALB, it would cost around 30 million plus just to develop a new mine plan.
The Chinese are in a stalemate.
