Several angles to this.
1. EVM needs a particular bit of the HTP to get its electricity to California.
2. The CAP Aquaduct needs bucket loads of power so EVM has agreed a framework for collaboration with CAP to justify that bit of the HTP being built. A win-win for both of them, apparently.
3. Its not obvious if there is any funding commitment associated with the framework.
4. We are ditching power generation and going into the water business?
