For Musk it's initially US based, but I suspect his longer term ambitions don't lie solely within US borders.

I understand both India and China have nuclear reactors coming online, but both are pushing solar too, with India aiming to increase solar capacity 30 fold by 2020 and China I believe are currently the world leader in photovoltaic power generation. Still, I don't think India and Pakistan are going to be significant players in the first big wave of the EV market though; rather Europe, North America and China.
