South Africa has declared that resources are for the locals only... An investor in South African anything, has the potential to lose everything with no repercussions in today's world. I don't see any foreigner risking their money by investing in South Africa when the government can just reposses the asset at any given time. The only way to get this project off the ground is to have local company's raise the capital in South Africa and by getting that done you would have to water down the company shares into black empowerment groups... Therefore never earning or receiving the profit that such a n investment would bring in a country like Australia. It's sad but that's the African way.
